Max, start from the beginning.
Beanie: Chloe is wearing a dark navy beanie just like this one, with no folds.
Jacket: A piece that technically could be considered optional, I would still advice getting a jacket that works for this cosplay as the more pieces you have, the better. Though you might want to take it off now and again to show off your cool tattoo. The jacket she is wearing is a dark brown jacket with two chest pockets, similar to this one (the hood is detachable). At first I thought it might be a different style of jacket, but I can’t find anything closer than this. Make sure to roll the sleeves up a tad!
Shirt and Tattoo: Chempiona on Etsy, the same artist that made Max’s Jane Doe shirt, also has created Chloe’s tank top from Episode 1 which is just fantastic seems to be spot on! Tatter the edges for realism’s sake if you want! But why did I lump the shirt for Chloe and the Tattoo into the same category? Because the same Etsy page has a temporary tattoo for Chloe. I can’t even imagine the amount of time it would take to get both of these so close to the in game version.
Bra: Underneath her tank top, Chole is wearing a black bra.
Necklace: The necklace that Chloe has on is actually just a black cord with three bullets strong onto it, from what I can tell from the pictures. Some awesome person with a page on Etsy again has actually made this item. Here is Scoleci’s version! It has no bullet powder inside, which is obviously what you want if you are wearing them around your neck.
Bracelets: Chloe is wearing a total of 3-4 bracelets. I think, honestly, you can get away with 2-3 instead of going crazy here. However, I actually found a pack that already has three in it of the wrap-bracelets (that being said, the white one actually isn’t a wrap bracelet that Chloe is wearing if you want to get technical but flat like this one). Finally, her last bracelet is a black one with silver spikes fitting in nicely with the rest of her punk attire.
Ring: Chloe is wearing a ring on her right ring finger. It’s a very thin silver ring like this one here. I liked this one in particular because it was on the cheaper side but still had good reviews. Also pictures of people in the reviews show it on their ring finger despite it being a wedding/toe/thumb ring. Just make sure to get the appropriate size, of course. Don’t forget to paint your nails some bright blue too!
Suspenders: You’ll need some suspenders. But fret not, you won’t to worry about them actually holding up your pants. Besides, your pants should be pretty slim fitting anyhow. No, instead these are going to be hanging uselessly at your sides.
Jeans: Why search for hours trying to find a pair of jeans with the perfect patches or holes in them? Get a pair you are comfortable with that are the right fit, then simply iron on some patches and use sandpaper to put the holes in the proper places.
Boots: Judging by the cool swirl patterns in her boots and the curvature of the tops of them I’m pretty confident that she’s wearing a pair of low dark brown to black cowboy boots with a swirl pattern. To reduce the cost of the outfit, try to find your size shoe on Ebay or at a local thrift store. For instance, these ones.
